submit a part of said loan to the legal voters of said City
at different times; and any ordinance or ordinances sub-
mitting the whole or any part of this loan to the legal voters
of Baltimore City shall provide for the expenditure of the
proceeds thereof in accordance with the provisions of the
Charter of the Mayor and City Council of Baltimore, and by
the municipal agency designated in the Annual Ordinances
of Estimates of the Mayor and City Council of Baltimore.
SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

(Senate Bill 23)
AN ACT to repeal, Section 4 of Chapter 599 of the Acts
of 1947, which said Act had repealed certain sections of
Article 16 of the Annotated Code of Maryland, title
"Chancery", sub-title "Infants", and had added certain
new sections to said Article concerning the adoption of
infants and to enact a new Section 4 in lien thereof,
to add thereto two new sections, to be known as Sec-
tions 4A and 4B, to follow immediately after said
Section 4 of said Chapter 599 of the Acts of 1947; to
except certain counties from certain portions of the remain-
ing part of said Chapter 599 of the Acts of 1947, to the end
that the procedural provisions concerning adoption shall
remain as theretofore in said counties; to provide that the
other and substantive provisions of the remaining portions
of said Chapter 599 of the Acts of 1947, including Section
139A of Article 93 of the Annotated Code as enacted
therein, shall be of Statewide application; to declare
the legislative intent to have been that the pre-
existing laws as to adoption remained in force in
certain counties from the effective date of Chapter
599 of the Acts of 1947 until the effective date of this Act;
to validate any adoption or other proceedings commenced
or concluded in said counties under the provisions of such
pre-existing law during the same period; to repeal Sections
78A, 79, 80, 81, 83 and 84 of Article 16 of the Annotated
Code of Maryland (1939 Edition), title "Chancery", sub-
