(1947 Supp. ), title "Alcoholic Beverages", sub-title "Ap-
peals, " as said section was enacted by Chapter 501 of the
Acts of 1947, authorizing appeals from the Board of
License Commissioners of St. Mary's County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 149 (a) of Article 2B of the Annotated
Code of Maryland (1947 Supp. ), title "Alcoholic Bever-
ages, " sub-title "Appeals, " as said section was enacted by
Chapter 501 of the Acts of 1947, be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

149. APPEALS TO COURTS.

(a). The decision of the Board of License Commissioners
for Baltimore City and the respective Counties and of the
State Appeal Board in every County not having a local
board (except in Caroline County, where no appeal is pro-
vided; and in the Counties of Wicomico, and Dorchester,
and in the First, Second, Third, Fourth, Fifth, Seventh, and
Eighth Election Districts of Anne Arundel County, where
the decision of the State Appeal Board shall be final), and
of the Mayor and Aldermen of the City of Annapolis, in
approving, suspending, revoking or restricting, or refusing
to approve, suspend, revoke or restrict any license, or
licensee, shall be subject to appeal in the following manner:

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 63.

(House Bill 25)

AN ACT to repeal and re-enact, with amendments, Section
49 of Article 19 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "St. Mary's County", sub-title
"County Commissioners", and to repeal Sections 50, 51,
52 and 53 of said Article, and to enact in lieu thereof four
new sections to be known as Sections 50, 51, 52 and 53
of said Article, relating to the levy of taxes and budget.

SECTION 1. Be it enacted by the General Assembly of Mary-
