Comptroller. They shall be held by the Comptroller in a
special fund, and disbursed by his warrant upon proper certifi-
cation of the Authority, for any purpose legal and proper
under the provisions of this sub-title, subject after July 1,
1949, to the provisions of the Budget.

(C) For the fiscal year beginning July 1, 1949, the Governor
shall include in the Budget an itemized list of appropriations
for the Authority, to be met from the special funds provided
for in this sub-title.

59P. (Penalty. ) (a) Any person violating any provision
of this sub-title, or any rule or regulation validly promulgated
thereunder, shall be deemed guilty of a misdemeanor, and upon
conviction shall be subject to a fine of not more than Five
Hundred Dollars (|500. 00), or to imprisonment for not longer
than three months, or to both such fine and imprisonment, in
the discretion of the Court.

(b) The State's Attorney of each county shall enforce the
provisions of this sub-title.

SEC. 2. And be it further enacted, That any license validly
issued by the State Tobacco Commissioner, according to the
provisions of Sections 51 and 52 of Article 48 of the Anno-
tated Code (1939 Edition and 1943 Supplement), and in effect
at the time this Act becomes effective, shall be valid and
effective for the period and according to the terms of its issue,
notwithstanding any other provisions of this Act.

SEC. 3. And be it further enacted, That all laws or parts of
laws, inconsistent with the provisions of this Act be and they
are hereby repealed to the extent of such inconsistency.

SEC. 4. And be it further enacted, That if any part or parts
of this Act are declared invalid or unconstitutional by a Court
of competent jurisdiction, such unconstitutionality shall not
invalidate the other provisions of this Act.

SEC. 5. And be it further enacted, That this Act shall take
effect June 1, 1948.
