Local Laws of Maryland (1930 Edition), title, "St. Mary's
County", sub-title "County Commissioners", be and it is
hereby repealed and re-enacted, and that Sections 50, 51, 52
and 53 of said Article be and they are hereby repealed and
that four new sections, to be known as Sections 50, 51, 52
and 53 be and they are hereby enacted in lieu thereof, and
all to read as follows:
49. The County Commissioners for St. Mary's County
shall require the Clerk of the County Commissioners, in addi-
tion to his other duties now prescribed by law, to keep
accounts in well-bound record books, to be purchased by
them, said books to be properly titled and similar in quality
to the permanent record books used in the office of the clerk
of the Circuit Court for St. Mary's County, of amounts re-
ceived from levy, sale of bonds or from any source whatso-
ever by the County Commissioners and showing to whom
and for what purpose the amounts raised by said levy,
sale of bonds or receipts from other sources were disbursed.
They shall demand of said clerk at each and every meeting
a balance sheet, showing balance of cash on hand in each
and every account kept by him. They shall cause an entry
showing compliance with this section, in so far as it applies
to the furnishing of a balance sheet, in the minutes of each
and every meeting of their board.
50. The fiscal year of St. Mary's County shall be the calen-
dar year. The day of finality shall be October 1 as to realty
and all general and special taxes shall be levied between
October 1 and the following January 1. All taxes shall be
due on January 1 of each year and interest shall be charged
at the rate of six per cent. (6%) per annum from the follow-
ing first day of July. The issuance of "County Certificates"
or "Script" is hereby prohibited. The County Commissioners
shall direct the County Treasurer to pay all current bills
or debts by check as they are presented.
51. Every county agency shall submit to the County Com-
missioners of St. Mary's County on or before October 1 in
each year a detailed and itemized estimate of the amounts
to be required for the operation of such agency during the
ensuing fiscal year, classified in such form and containing
such other information as the County Commissioners shall
require from time to time. Such estimate shall be submitted
under the oath of the official in charge of such agency that
such estimate and the matters and facts contained therein
are true and correct to the best of his knowledge, informa-
tion and belief. Wherever referred to in this Act, "county
agency" shall include the Board of County Commissioners
and any officer, department, commission, board, bureau or
