from a producer, a license to engage in such business, upon
payment of a license fee of One Hundred Dollars ($100. )
per year for each person actually making such purchase.
No such person shall engage in such business in Maryland
without having secured such a license for the current year.
This requirement includes, but is not limited to, that class
of buyers and purchasers commonly known and referred to
as "transfer buyers. " Provided, that nothing in this sub-
section shall be construed to require any such license for
purchases which are made on the sales floor of any licensed
tobacco commission selling agency or any purchase of tobacco
made by and between landlords and their tenants.

(C) Every person who purchases tobacco from the sales
floor of a licensed commission selling agency shall register
his name with the Authority.

(d) The Authority may revoke or suspend any license
or registration issued under the provisions of this section,
for any violation of a provision of this sub-title or of any
rule or regulation validly issued thereunder. No such revo-
cation or suspension shall be ordered until the Authority
has given at least ten days' notice of such contemplated
action to the licensee or registrant in question, nor without
according to such licensee or registrant a full statement of
the charges against him and a full opportunity to be heard
in his own defense and to be represented by counsel. Any
person aggrieved by any action of the Authority in revoking
or suspending his license or registration shall for a period
of thirty days following such order have a right of appeal
to the Circuit Court of the county in which he resides or
has a place of business, or to the Baltimore City Court if
he lives or has a place of business in Baltimore City. Pro-
vided, however, that any person so aggrieved may continue
in said business until the courts have made final disposition
of the matter. Such court may affirm, modify or reverse the
action of the Authority.

59-O. (Fees. ) (a) Every licensed tobacco commission
selling agency shall collect from the owner or seller of tobacco
sold on its sales floor, a fee at the rate of live cents per basket
or thirty cents per hogshead, as the case may be. Such fee
shall be collected at the time any such selling agency is
making its first return to the seller or owner, for the tobacco
so sold. All fees so collected shall be paid over and accounted
for by the selling agency to the Authority, at the end of each
selling day. The Authority or its agent may at any reason-
able time inspect the books and accounts of any such selling
agency to vertify the correctness of any such returns.

(b) All moneys lawfully received by the Authority shall be
paid over and accounted for by the Authority to the State
