the scope of the Authority's powers, it may in its discretion
circulate questionnaires or conduct advisory referenda among
such persons or within such areas as it may determine. The
Authority shall not be bound by the results of any such
questionnaire or referendum.

59K. (Rules and Regulations), (a) The Authority on
the basis of the studies and investigations provided for here-
inabove may recommend to the 1949 Session of the General
Assembly, legislation designed to make more effective the
handling and marketing procedures used for Maryland
tobacco; to fix and determine the days for opening and
closing the several sales markets, and to assure the accuracy
of all weights and measures used by any licensed tobacco
commission selling agency.

(b) The Authority may by subpoena require the presence
of any person necessary to a full consideration of any pro-
posed study or amendment. In case of refusal on the part of
any person to comply with a subpoena issued on behalf of
the Authority, it shall be the duty of the Circuit Court of
any County, or of any judges of the Supreme Bench of Balti-
more City, on application of the Authority, to compel obedi-
ence by proceedings for contempt, as in the case of dis-
obedience of the requirements of a subpoena issued from
such court.

59L. (Employees). The Authority may employ an Exe-
cutive Secretary-Treasurer and such other employees, agents,
or experts as it determines to be for the best interests of
the Authority, and fix the compensation and conditions of
employment of any such persons, subject to the provisions
of the budget. It may rent, lease or buy office space, and
purchase supplies and equipment as it deems necessary.

59M. (Attorney General). The Attorney General, or Ms-
assistant, shall advise and represent the Authority in all
legal matters arising from its operations.

59N. (Licenses and Registrations), (a) The Authority
shall issue to any tobacco commission selling agency, whether
in the form of an individual, firm, association or corpora-
tion, upon payment of a license fee of Two Hundred and
Fifty Dollars ($250) per year for each separate place of
business, a license to engage in business as a tobacco com-
mission selling agency; and no such agency shall engage in
such business in Maryland without having secured such a
license for the current year.

(b) The Authority shall issue to any person, firm, asso-
ciation or corporation, who or which purchases any tobacco
