the Board of License Appeals, hereinafter created. The said
Board of License Appeals shall forthwith notify such licensee
that such charges have been filed and shall set a date for
hearing thereon not less than two (2) days following the date
of such notice. At the hearing the said Board shall take testi-
mony upon the charges so filed and shall give a full and com-
plete hearing to all parties in interest and if in its opinion
the charge is substantiated they shall revoke the license of
such licensee.

420. The Board of License Appeals is hereby created. The
Board of License, Appeals shall consist of the Building Engi-
neer of Baltimore County, the Zoning Commissioner of Balti-
more County, and the Health Officer of Baltimore County. It
shall hear and determine complaints filed against any licensee
under this sub-tile pursuant to the provisions of the preced-
ing section.

421. Any person, firm or corporation, or officer of a cor-
poration, violating any provision of this sub-title shall be
guilty of a misdemeanor and upon conviction thereof shall be
fined not more than Five Hundred Dollars ($500. 00) or im-
prisoned in jail for not more than thirty (30) days, or both,
in the discretion of the Court.

SEC. 2. And be it further enacted, That Section 8A of
Article 56 of the Annotated Code of Maryland (1943 Supple-
ment) be and the same is hereby repealed insofar as the said
Section applies to Baltimore County.

SEC. 3. And be it further enacted, That if any section,
sub-section, sentence, clause or other provision of this Act
or of any of the sections thereof or the application thereof,
is held invalid or unconstitutional, such invalidity or uncon-
stitutionality shall not affect the remaining provisions of
this Act and of the sections thereof.

SEC. 4. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.
