and two shall be appointed for terms of three years. There-
after, as the term of any member expires, his successor shall
be appointed for a term of three years. Each member shall
serve during the period for which appointed and until his
successor has been selected. Should a vacancy occur for any
reason, the Governor shall appoint another person to serve
for the remaining portion of the unexpired term. When any
appointment is made to fill a vacancy or an expired term,
the new appointee shall be a person with qualifications
similar to those of the next previous incumbent, so as to
preserve the balance of representation for the several groups
as provided in Section 59F of this sub-title.

59H. (Organization; Compensation; Bond), (a) The
members of the Authority shall from time to time elect a
Chairman from among their own members. The Authority
shall meet at the call of the Chairman, or of any three mem-
bers thereof. They may adopt by-laws covering their organi-
zation and procedure.

(b) The compensation of each member of the Authority
shall be Five Hundred Dollars ($500) annually. If any
member of the Authority shall already be a regular employee
of the State of Maryland, or of any agency or department
thereof, he shall serve without such compensation. Any mem-
ber of the Authority may be reimbursed for his reasonable
traveling expenses incurred on behalf of the Authority.

(C) The members of the Authority shall furnish bonds to
the use of the State, in amounts and with corporate surety
to be approved by the State Comptroller, conditioned upon
the faithful performance of their duties under this sub-title.
The premiums paid for all such bonds shall be treated as
an expense of the Authority.

59-i. (Studies and Investigations. ) The Authority may
in its discretion make studies and investigations covering
any phase of the production or marketing of tobacco in
Maryland, and collaborate with other groups or agencies,
including but not limited to, the University of Maryland and
the State Board of Agriculture. It may provide informa-
tion to tobacco growers and to the general public as to the
relation between prices received by the producers of tobacco
and the general commodity price level. It may conduct sur-
veys among tobacco growers to determine their needs for
better and more efficient production, handling, and market-
ing of tobacco. It may act to promote the more extensive
use of tobacco grown in Maryland in both domestic and
foreign markets.

59J. (Referenda). For the purpose of obtaining advice
as to the formulation of its policy on any matter within
