SECTION 1. Be it enacted by the General Assembly of Mary-
land, That twelve new sections be and they are hereby added
to Article 48 of the Annotated Code of Maryland (1939
Edition and 1943 Supp. ), title "Inspections", said new sec-
tions to be under a new sub-title "State Tobacco Authority",
and to be known as Sections 59E to 59P, inclusive, to follow
immediately after Section 59D of said Article, and to read
as follows:

STATE TOBACCO AUTHORITY.

59E. (Declaration of Policy. ) The General Assembly here-
by declares as its legislative policy that disturbed and con-
fused conditions surrounding the marketing of leaf tobacco
in this State make necessary the licensing and regulation of
persons and agencies participating therein, the creation of a
Tobacco Authority with power to regulate marketing prac-
tices, and the seeking of new markets and new uses for leaf
tobacco produced in Maryland.

59F. (Authority Created; Members. ) (a) The Tobacco
Authority of the State of Maryland, hereinafter referred to
as the Authority, is hereby created and constituted a body
corporate, with authority to have and use a common seal, to
sue and to be sued in a court of law, and to do any and all
things as empowered by this sub-title or reasonably necessary
and proper for accomplishing the purposes thereof.

(b) The Authority shall have five members, all to be ap-
pointed by the Governor. One member shall be a person
familiar with the economics and marketing of Maryland
tobacco, to be selected from a list of three nominees to be
submitted by the University of Maryland, or some proper
officer thereof. One shall be a representative of the several
persons or agencies selling leaf tobacco in Maryland, to be
selected from a list of three nominees submitted by the
several tobacco selling agencies in Maryland, or any of them.
Three members shall be at the time of their selection pro-
ducers of tobacco in Maryland, and shall neither directly nor
indirectly have any financial or other interest in the selling
or buying of tobacco, except in so far as they have interests
as producers; such three persons shall be selected from a list
of ten nominees submitted by the Maryland Farm Bureau,
Inc., and at least one of such three persons shall be a member
of that political party which polled the second highest num-
ber of votes in the last preceding gubernatorial election.
Provided, however, that no two members of the Authority
shall be residents of the same County.

59G. (Tenure). Of the five members of the Authority
first to be appointed, one shall be appointed for a term of
one year, two shall be appointed for terms of two years,
