CHAPTER 60.
(House Bill 22)

AN ACT to authorize and empower the Board of County
Commissioners of Montgomery County to appropriate and
pay a fund not exceeding $50, 000 as a grant in aid to
hospitals located in Montgomery County caring for County
Tax eligible indigent patients and not receiving State aid.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Mont-
gomery County be and it is hereby authorized and em-
powered to pay to any hospital located in Montgomery
County not receiving State Aid and caring for County Tax
eligible indigent patients, such sum not exceeding $50, 000
as the Board of County Commissioners shall determine; such
sum to be a grant in aid of the said hospital to promote
the general public health and welfare of the people of
Montgomery County.

SEC. 2. And be it further enacted., That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of public health and safety, and hav-
ing been passed upon by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 61.
(House Bill 23)

AN ACT to add twelve new sections to Article 48 of the
Annotated Code of Maryland (1939 Edition and 1943
Supp. ), title "Inspections", said new sections to be under
a new sub-title "State Tobacco Authority", and to be known
as Sections 59E to 59P, inclusive, to follow immediately
after Section 59D of said Article; and to repeal Sections
51 and 52 of said Article 48 of the Annotated Code of
Maryland (1939 Edition and 1943 Supplement), sub-title
"Tobacco'', establishing the Tobacco Authority of the State
of Maryland, defining generally its membership, powers and
duties, levying a tax upon leaf tobacco sold in this State,
requiring licenses of certain persons engaged in the market-
ing of leaf tobacco, and providing generally for regulation
of the marketing of leaf tobacco in this State.
