132 LAWS OF MARYLAND. [CH. 54

County Code (1939 Edition), being Article 16 of the Code
of Public Local Laws of Maryland, title "Montgomery Coun-
ty", sub-title "Takoma Park", and Sections 1300 and 1301
of the Prince George's County Code (1943 Edition), being
Article 17 of the Code of Public Local Laws of Maryland,
title "Prince George's County", sub-title "Takoma Park", as
said sections were enacted by Chapter 861 of the Acts of
1941, be and they are hereby repealed.

SEC. 2. And be it further enacted. That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety and
having been passed upon by yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 54.
(House Bill 16)

AN ACT to repeal and re-enact with amendments Section
198 of the Montgomery County Code (1939 Edition),
being Article 16, Code of Public Local Laws of
Maryland, title "Montgomery County", sub-title "County
Commissioners and Treasurer", to provide for the collection
of taxes by certain banking institutions and to provide for
compensation to the banks for such service.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 198 of the Montgomery County Code
(1939 Edition), being Article 16 of the Code of Public Local
Laws of Maryland, title "Montgomery County", sub-title
"County Commissioners and Treasurer", is hereby repealed
and re-enacted to read as follows:

198. Immediately upon the first Monday of July, in the
year 1918, and each and every year thereafter, the
Treasurer shall,. with the advice, consent and approval of
the County Commissioners, cause to be designated certain
banking institutions of the County, where all persons, firms
'or corporations may pay taxes, under such rules and regu-
lations as the County Commissioners may approve and adopt
for the convenience of the taxpayers. That the Treasurer
shall cause a copy of the list of such banking institutions
to be published in the County newspapers where taxes may
