operated in Baltimore County; providing licensing of public
exhibitions and performances for profit in Baltimore
County and the fees therefor, requiring approval of certain
public agencies of Baltimore County prior to the issuance
of such licenses, authorizing the revocation of such licenses
upon hearing before the Board of License Appeals created
herein, and to repeal Section 8A of Article 56 of the Anno-
tated Code of Maryland (1943 Supplement) in so far as the
said section applies to Baltimore County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That eleven new section be and they are hereby added
to Article 3 of the Code of Public Local Laws of Maryland
(1930 Edition), title ''Baltimore County", sub-title "Motion
Picture and Other Public Exhibitions", said new sections to
be known as Sections 411, 412, 413, 414, 415, 416, 417, 418, 419,
420 and 421, to follow immediately after Section 410 of said
Article, and to read as follows:

4. 11. The powers granted to the County Commissioners of
Baltimore County by these sections and all regulations
adopted pursuant thereto, are granted and are to be exer-
cised under, pursuant to and by virtue of the Police Powers
of the State of Maryland. All such regulations adopted shall
be for the protection of the health, morals, and for the gen-
eral welfare of the people.

The County Commissioners of Baltimore County shall be
and hereby are authorized to designate the kinds and types
of so called walkathons, dance marathons, endurance contests
and all other kinds and types of meets, contests and events
which may be operated in Baltimore County, and to make
regulations for the operation thereof in Baltimore County,
and may designate kinds, classes and types of meets, contests
and events which may not be operated in Baltimore County
as detrimental to the health, morals, and safety of the people
and property of Baltimore County.

412. No person, firm or corporation shall hereafter estab-
lish, maintain, conduct or operate in Baltimore County any
moving picture exhibition, theatrical or dramatic perform-
ance, entertainment, show, carnival, public dance hall, boxing
or wrestling arena, amusement park, skating rink, or public
exhibition of any kind without procuring a license therefor
from the Clerk of the Circuit Court for Baltimore County as
hereinafter provided. Provided that where any such public
entertainment, performance or exhibition shall be given for
charitable, religious or political purposes, and where no profit
or portion of the receipts therefrom shall be given to any
operator or other person then no license shall be required ex-
cept the permit provided for in Section 506 of this Article.
