appropriations are insufficient for the operating expenses
and administration of the said Retail Sales Tax Act.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of One Hundred Thousand Dollars
($100, 000. 00) or so much thereof as may be necessary, in
each year, be and the same is hereby appropriated as an
emergency appropriation from any funds in the General
Surplus Fund Account of the Treasury of the State, for each
of the fiscal years ending June 30, 1948 and June 30, 1949,
respectively, to the Board of Public Works, to be used by
said Board in supplementing appropriation made in the
budget for each of said fiscal years, for the administration
by the Comptroller of the Retail Sales Tax Act, where it
is found by the Board that the regular appropriations are
insufficient for the operating and administration expenses
of the Comptroller in the collection of the said Retail Sales
Tax.
SEC. 2. And be it further enacted, That the Treasurer of
the State shall, upon the warrant of the Comptroller, dis-
burse the said sum of money herein appropriated for the
objects and purposes herein specified, to or upon the order
of the person or persons entitled to receive the same.
SEC. 3. And be it further enacted, That this Act is here-
by declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

AN ACT to add eleven new sections to Article 3 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Baltimore County", sub-title "Motion Picture and other
Public Exhibitions", said new sections to be known as Sec-
tions 411, 412, 413, 414, 415, 416, 417, 418, 419, 420 and 421,
to follow immediately after Section 410 of said Article,
authorizing the County Commissioners of Baltimore County
to designate the kind and types of so called walkathon,
dance marathon, and endurance contests, and all other types
and kinds of meets, contests, and events which may be
