quirements as a condition for Federal matching, the afore-
going State residence requirement, shall be considered abro-
gated and rendered null and void simultaneously with the
effective date of such Federal enactment. Any blind person
who has received assistance under this sub-title between
June 1, 1947, and the effective date of this Act is hereby de-
clared to have been eligible to receive the same.
SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
being passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 41.
(House Bill 2)
AN ACT to repeal and re-enact, with amendments, Section
122A, and Sub-section (b) and Sub-section (e) of Section
122C, and to add a new Sub-section (h) to Section 122C to
define the word "crossing", and to repeal and re-enact,
with amendments, Section 122H of Article 89B of the
Annotated Code of Maryland, as enacted by Chapter 561
of the Acts of 1947, title "State Roads", sub-title "Bridge,
Tunnel and Motorway Revenue Bonds".
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 122A of Article 89B of the Annotated Code
of Maryland, as enacted by Chapter 561 of the Acts of 1947,
title "State Roads", sub-title "Bridge, Tunnel and Motorway
Revenue Bonds", be and the same is hereby repealed and re-
enacted, with amendments, to read as follows:
122A. (Constructing and Financing Bridges, Tunnels and
Motorways. ) In order to remove the present handicaps and
hazards on the congested highways in the State, to facilitate
vehicular traffic between the different sections of the State, to
promote the agricultural and industrial development of the
State, and to provide for the construction of modern transpor-
tation facilities embodying practical safety devices, the State
Roads Commission is hereby authorized and empowered to
construct, maintain, repair and operate bridges, tunnels and
motorways (as hereinafter defined), including a crossing
(as hereinafter defined) across the Chesapeake Bay, and to
