shall appoint a treasurer, who shall also act as secretary,
who shall bond to the State of Maryland, in the penal
sum of ten thousand dollars, with at least two sureties,
to be approved by them, with the condition that he will
faithfully perform the duties of treasurer of the school
commissioners of said county, and pay over and apply
all monies that shall come to his hands or care, as
treasurer aforesaid, to such persons and in such manner
as the said school commissioners shall direct, and that
he will keep and enter a full and fair account of all
monies received and paid by him, and of all matters relating
to his duties and office, and preserve the same, and
all the vouchers relating to his said office, whenever
they are required by the said school commissioners, to
such persons as they shall appoint to receive the same,
and that the said treasurer shall be elected annually at
such time as the said school commissioners shall, in
their constitution or by-laws provide, and shall receive
such compensation for his services as they may from
time to time determine, not exceeding six hundred dollars
per annum.

Duty of grand
jury.
     SEC. 7.  And be it enacted, That the school commissioners
of Baltimore county, incorporated by this
act, shall have free access to the books and accounts of
the treasurer of Baltimore county, and all books in the
office of the commissioners of Baltimore county, in so
far as they in any way relate to the receipt and payment
of the school tax authorised to be collected by
law in said county; and it shall be the duty of the grand
jury for Baltimore county, once in each and every year,
at the March term, and at any other time, they shall
deem it necessary to examine the books and accounts
of the treasurer of said county, in account with the
school commissioners and public school fund; and also
to examine and inspect the books and accounts of the
said school commissioners and their treasurer, and make
a stated account of their receipts and expenditures for
the current year, and report the same to the circuit
court for said county, which report shall be recorded by
the clerk of the said circuit court, in the proceedings of
said court, and the commissioners of Baltimore county
are hereby required to have said report published in one
or more newspapers published in said county.
Repealed.
     SEC. 8.  And be it enacted, That the fourth section
of the act of eighteen hundred and forty-seven, chapter
one hundred and eighty-seven, which authorises the
treasurer of Baltimore county, to receive all devises,
donations and bequests, made payable for the use and
