The Journal of Thursday, January 21st, 1904, was
read and approved.
PETITIONS, MEMORIALS AND OTHER PAPERS.
Mr. President laid before the Senate the following:
BALTIMORE, January 21, 1904.
To the Senate and House of Delegates,
In session at Annapolis:
Whereas, The Louisiana Purchase Exposition to be
held in St. Louis this year will be the most complete
in details, as well as the most ornate and magnificent
in scope that has ever been held in the history of
man; and
Whereas, Foreign nations, recognizing the import-
ance of being represented at this exposition, are put-
ting forth every effort and appropriating large sums
of money—Germany alone, setting aside $1,000,000
for this one object—in order that their advancement,
culture and civilization may be seen by this assem-
blage of observers from every quarter of the globe; and
Whereas, Our sister States have long since em-
ployed large sums of money, and appointed leading
men to see that they are adequately and fully por-
trayed at this exposition, that thus their importance
