In line 1 of section 4, bet-ween the words "shall
take,'' insert the word "not," and after the word
"effect," in said line, strike out the words "from the
date of its passage'- and insert as follows:

"Until the same shall have been submitted to and
determined by the qualified voters of said city of
Comberland at its city election to be held in May,
eighteen hundred and ninety-two, when, if it shall be
determined by a majority of the votes then cast in
favor of this Act, the license shall be issued in con-
formity hereto, and, provided that any person apply-
big for license under the present existing laws, and
paying for the same as now provided by law, shall, in
the event of this Act being adopted, be entitled to a

credit on account of the license fee herein provided
for, to the extent of the amount so paid said clerk;
and in the event of any person who shall have received

a license under the now existing law, being refused a
license under this Act, that the pro rata amount of
such sum shall be refunded to such person; and, pro-
vided, that should this Act become effective, that from
the date it shall so become effective, any person re-
fused a license under this Act and who shall have one
under the present law, shall be allowed the term of
two months to dispose of such stock, as he or they may
have on hand, but if such person shall do a' liquor
business after the Expiration of said two months he
or they shall be deemed guilty of selling liquor with-
out a license and be liable to the penalties therefor."

Which were adopted.

Said bill, as amended, was read the second time,
and ordered to be engrossed for a third reading.

Mr. Rogers, from a Select Committee, reported
favorably,

Senate bill entitled an Act to incorporate the Ed-
mondson Avenue, Catonsville and Ellicott City Elec-
tric Railway Company,

With the following proposed amendments:
AMENDMENTS PROPOSED,

In the 21st line of section 7, after "Baltimore city,"
add "Ellicott city, from the Mayor and City Council
of said cities."

And in section 8, line 25, add after the words "Bal-
timore city" "or Ellicott city."

Which was adopted.
