Mr. Wirt, from the Committee on the Library, re-
ported favorably,

House Joint Resolution authorizing the State
Librarian to lend to the Law Faculty of the Baltimore
University certain law books.

Which was read the second time.

Mr. Rogers, from the Committee on Education, re-
ported favorably,

Senate bill entitled an Act to repeal and re-enact
with amendments sections 59 and 60, of Article 77, of
the Code of Public General Laws, title "Public Edu-
cation," sub-title "Text Books,"

Which, was considered.

Mr. Smith submitted the following proposed amend-
ment :

AMENDMENT PROPOSED.

Add to section 60 the following:

"Provided, That the said County School Commis-
sioners shall report quarterly to the State Board of
Education all purchases of books made during the
preceding; quarter, stating the kind of books, num-
ber of each, from whom they were purchased, and
the price paid for the same, with a full account of
the distribution to the respective schools in said
counties, and they shall require of each and every
school teacher in said counties a receipt for all books
distributed to them, and at the end of each quarter
a report to the respective Boards of County School
Commissioners embracing a full detailed inventory of
all the books then on hand in said school and the
condition thereof, and the failure to comply with
these requirements on the part of the said school
teachers shall be in the discretion of the Board suffi-
cient cause for removal. A duplicate of all these re-
ports to the State Board of Education, including the
reports from teachers, shall be forwarded by the re-
spective County School Boards to the Governor for
publication at his discretion.

"And the County School Commissioners, in the pur-
chase of books, shall give preference to bona fide
Maryland book dealers, provided the prices are as
low as can be secured elsewhere.

Which was adopted.

Said bill, as amended, was read the second time, and
ordered to be engrossed for a third reading.
