Senate Joint Resolution requesting and urging the
Senators and Representatives of the State of Mary
land in the Congress of the United States, to use their
best efforts to secure the passage of Senate bill No.
67, entitled a bill to transfer the Revenue Marine
Service from the Treasury Department of the United.
States to the Naval Department.

Endorsed : "Passed by yeas and nays."

The President presented the following communica-
tion from the Executive:

STATE OF MARYLAND,

EXECUTIVE DEPARTMENT,

Annapolis, March 17th, 1892.
Gentlemen of the Senate ;

I respectfully return, without my approval, Senate
bill No. 97. By this bill it is proposed to incorporate
the Annapolis, Eastport and Bay Ridge Electric Rail-
way and Power Company of Anne Arundel county.

The rights and privileges proposed to be granted by
this act of incorporation are too broad, and the possi-
bility of these powers being used to the detriment of
the rights of the citizens of Anne Arundel county,
especially to that portion lying on the southern boun-
dary of Baltimore city, are the causes which lead to
my disapproval. A proper amendment, confining
these powers to the construction of the Annapolis,
Eastport and Bay Ridge Electric Railway, its connec-
tions and extensions, would remove the objections.

It was determined in the affirmative, by yeas and
nays, as follows, (three-fifths) of all the Senators voting
for the passage of said bill.
