With the following proposed amendments:
AMENDMENTS PROPOSED.

Strike out all after "a bill" and insert the follow
ing:

"Entitled an Act to repeal and re-enact section 3, of
Article 3, of the Code of Public Local Laws of Mary-
land, title "Baltimore County," sub-title "Birds and
Game.

"Section 1. Be it enacted by the General Assembly
of Maryland, that section 3, of Article 3, of the Code
of Public Local Laws of Maryland, title "Baltimore
County," sub-title "Birds and Game," be and the
same is hereby repealed and re-enacted so as to read
as follows :

"3. Any person violating either of the two preceed-
ing sections shall, on conviction thereof, be fined a
sum not less than two dollars and not more than ten
dollars for each offence, with the costs of prosecution,
and all prosecutions shall be in the name of the State,
before a Justice of the Peace of the Election District
in which such violation may occur, and all such fines,
when collected, one half shall be paid to the informer
and the other half to the treasurer of the county, , to
be applied to the support of the public schools of the
county; provided, that any one applying to the Clerk
of the Court for Baltimore county may obtain a per-
mit good for one year from the date of issue, by pay-
ing to the said Clerk the sum of five dollars, authoriz-
ing the holder thereof to catch any birds, collect and
take their nests and eggs for scientific purposes only,
without being subject to the penalties imposed by this
section, but before said Clerk shall issue said permit;
he shall require the applicant to produce before him
satisfactory written testimony from at least two
scientific men certifying to the good character of the
applicant and that he is a proper person to be entrusted
with such privilege, and be shall also demand from
said applicant a good and sufficient bond to be con-
ditional for the strict observance of the privilege
granted. Should the person obtaining such permit
catch any of the birds named in section 1, or disturb
or destroy the eggs as mentioned in section 2 of this
Article, for other than scientific purposes, he shall
