Edward Lloyd having received a majority of all the
votes cast, was duly elected as President of the Senate.
The Chairman pro tem. appointed Messrs. Dawson
and Coffin to conduct the Hon. Edward Lloyd to the
Chair.
Upon taking the Chair, the President-elect delivered
the following
ADDRESS:
SENATORS: —In accepting the distinguished honor
which you have just conferred, in calling me to pre-
side over your deliberations, permit me to return you
my sincere thanks.
While it is not without some misgivings that I
assume the duties of the Chair, and feel that I shall
need at times your kind indulgence, yet, by extend-
ing to each Senator due courtesy and impartiality,
which shall ever be my aim, I hope that I shall not
only merit your cordial support, but receive as well
your continued confidence and approval.
We will have before us during the Session upon
which we are just entering, important legislation.
Let me, Senators, impress upon you now at the begin-
ning, the necessity of preparing early the bills you
may desire to lay before this body, so that each
Senator may have ample time in which to consider
well the matters presented for his approval.
Too often, bills of the greatest importance to the
people and to the interest of the State, are put off
until the last moment, when it is impossible for mem-
bers to give, in the hurry and confusion incident to
the closing hours of the Session, that consideration
which such legislation oftentimes requires.
While I see before me a few faces, yet most of you
are experienced in the duties required at your hands,
and. I am sure, will gladly co-operate with me in push-
ing forward the business which has brought us hither.
By acting promptly in this matter, we will not only
save ourselves much annoyance and labor, but we will
the better subserve the interest of those it is our
present privilege to represent.
Again thanking you, Senators, for the compliment
you have paid me in selecting me as your presiding
