miles south of the Hospital and partly within the
limits of Prince George's county, Maryland, and of
the District of Columbia.
The purchase has been completed of that portion of
the tract of land lying and being in the State of Mary-
land and more particularly described in the accom-
panying copies of deeds from Samuel Bieber, dated
November 21st, 3801, and J. C. Heald, dated July
31st, 1891, and the legal as well as equitable title to
the same is now in the United States.
The Superintendent of the Hospital reports thai it
is his intention to employ more or less of the inmates
of the institution in flie cultivation of the farm land,
and as it is probable that at some time in the future
the Government may desire to erect buildings thereon,
it is desirable that jurisdiction thereon be ceded to the
Unite J States, especially as there is grave doubt
whether jurisdiction goes with the purchase without
cession by the State of Maryland
Inasmuch as title 2, Article 3, of the Revised
Code of Maryland (edition 1878), provided for the
acquiring of jurisdiction by the United States over
places within the State only relates to land procured
through condemnation and by purchase where it is to
be used in connection with lighthouses, beacons and
other aids to navigation, and does not affect the pur-
chase herein referred to, it being farm land, I have the
honor to request that you will bring this matter to the
attention of the Legislature of Maryland, to the end
that an Act be passed ceding jurisdiction to the
United States over the land described in the deeds
hereinbefore referred to.

This indenture, made this 21st day of November, in
the year of our Lord one thousand eight hundred and
ninety-one, by and between Samuel Bieber and
Johanna Bieber, his wife, of the city of Washington,
in the District of Columbia of the first part, and the
United States of America of the second part:
Witnesseth, that the said parties of the first part
for and in consideration of sixty-five hundred ($6, 500)
