The President presented the following:
STATE OF MARYLAND,

EXECUTIVE DEPARTMENT,
Annapolic March 2d, 1892.

Gentlemen of the Senate:

I have the honor to transmit herewith to your Hon-

Annapolis, Maryland.

SIR: In the Act of Congress making appropriation
for the sundry civil expenses of the Government dur-
ing the fiscal year ended June 30, 1891, approved
August 30, 1890 (26 Stats. L. 392, ) on appropriation of
$10, 000 was made for the purchase of additional farm
land for the Government Hospital for the Insane, and
in the Act making appropriations to supply defici-
encies in the appropriations for the fiscal year ended
June 30, 1891, and prior years, approved March 3, 1891
(26 Stats., L. 878) a further appropriation of $10, 000
was made for the same purpose.

With a view to carrying into effect the provisions of
the Acts referred to the Superintendent of the Govern-
ment Hospital for the Insane, in conjunction with the
Board of Visitors for that institution, selected a tract
of land known as "Mt. Welby" and part of "Oxon
Hill Manor, " containing between 400 and 500 acres,
lying on the eastern bank of the Potomac River, three
