32 JOURNAL OF PROCEEDINGS [Jan. 13,

Senate bill entitled an Act to regulate the proce-
dure in prosecutions for cruelty to animals.

Which were severally re. id the first time, and re-
ferred to the Committee on Judicial Proceedings.

REPORTS OF STANDING COMMITTEES.

Mr. Brown, from the Committee on Judicial Pro-
ceedings, reported favorably the following Joint
Resolution:

Senate Joint Resolution relating to the refunding
by the Government of the United States of the direct
tax due the State of Maryland.

Which was read the second time, and ordered to be
engrossed for a third reading.

The Clerk of the House of Delegates appeared and
delivered the following message:

By THE HOUSE OF DELEGATES,

January 13th, 1892.
Gentlemen of the Senate:

We have received your message proposing that all
bills and leaves to introduce bills to sanction bequests,
devises, sales, gifts or conveyances to religious objects,
be referred to the Committee on Judicial Proceedings
of the respective Houses, and that aid Committees,
acting jointly, be and they are hereby instructed to
report on March 17th, a general bill embracing all
such bills and leaves, except when there id a special
reason for more speedy action, in which case separate
bills may be introduced, and respectfully concur
therein.
