appropriation herein made as shall become due to any
State before the adjournment of the regular session
of Legislature meeting next after the passage of this
Act, shall be made upon the assent of the Governor
thereof, duly certified to the Secretary of the Treasury, ''

The records of the Department fail to show that the
provisions of the Act respecting the legislative assent
to its purposes has been complied with on the part of
Maryland, and as the State Legislature thereof appears
to have been in session since January 6, 1892, I have
the honor to request that you bring this matter to its
attention at an early day as practicable to the end
that definite action be had thereon.

On motion by Mr. Moss, it was
Ordered, That Senators Hubner, Bennett, Coffin,
Brown, Pearre, Hebron, Evans and Toadvin, and
President Lloyd be excused from attendance at to-
night's session.

INTRODUCTION OF BILLS.

By Mr. Posey,

Senate bill entitled an Act to add sections to Article
27, of the Code of Public General Laws, title "Climes
and Punishments, " sub-title "For the Safety of Per-
sons Traveling on Railroads, and requiring railroads
to operate telegraph or telephone service along their
lines. "

Which was read the first time, and referred to the
Committee on Judicial Proceedings.
