Wootton was declared elected President pro tem., and
took the Chair.

The President directed the Clerk to call the roll,
when the following Senators answered to their names:

Messrs. Austin, Dawson, Getty, Gorter, Hayes, Moss,
Newman, Posey, Robinson, Rogers, Seibert, Smith,
Talbott, Waters, Wilkinson, Wirt, Wootton—17.

Proceedings of Friday's session read and ap-
proved.

A messenger appeared and delivered the following
communication from the Executive:

ANNAPOLIS, MD., February 1st, 1892.
Gentlemen of the Senate:

I have the honor to enclose you a letter addressed
to me by the Honorable the Secretary of the Interior,
accompanied by a printed copy of the Act of Con-
gress (Public No. 249) approved August 30th, 1890,
relating to payments due under that Act to the Mary-
land Agricultural College.

T would respectfully invite your early consideration)
of the subject.

WASHINGTON, January 29, 1892.
The Governor of the State of Maryland, Annapolis.

SIR: —I have to invite your attention to the fact
that the first three installments of the Congressional
appropriation of August 30, 1890, in aid of Colleges
of Agricultural and the Mechanic Arts (copy of which
is herewith enclosed) having become due before the
adjournment of the regular session of the State Leg-
islature meeting next after the passage of the Act
referred to, payments were made upon your formal
acceptance of the provisions thereof.

The last paragraph of section 2 of the Act of
August 1890, provides:

"The grants of money authorized by this Act are
made subject to the Legislative assent of the several
States and Territories to the purpose of said grants;
provided, that payments of such installments of the
