27. The inhabitants of the city of Cumberland,

 

residents thereof for one year previous to the muni-

 

cipal elections of said city, and qualified to vote for

 

members of the General Assembly, and registered as

 

hereinafter provided, shall, on the third Monday of

 

May, eighteen hundred and seventy-eight, and on

 

the same day in every second year thereafter, elect .
