therefor, at the next regular meeting of the Council,

 

when, if passed by five-sixths of all members elected

 

to said Council over the Mayor's veto, it shall be an

 

ordinance to all intents and purposes as if it had

 

been approved by the Mayor ; and if the Mayor shall

 

fail to return any ordinance passed by said Council,

 

at their next regular meeting after it shall have been

 

presented to him, such ordinance shall be a law in

 

like manner as if he signed it. The passage of all

 

ordinances shall be by " yeas and nays," entered on

 

the journal of said Council, and a majority of all

 

members elected to said body shall be necessary to
