dent of the Council, who shall preside at all meet-

ings of the Council in the absence of the Mayor, or
|

in case of his death, resignation or removal, and who
|

shall act as mayor pro tem, until the election of a

mayor as herein directed; and in the event of a
|
 
|
failure to take the oath by one or more of the mem-
|
 
|
bers within two weeks after his or their election, it

shall be deemed a refusal on the part of the party or

SEC. 9. And be it enacted, That the Mayor shall,

by virtue of his office, preside over all the meetings

appoint a bailiff, clerk, treasurer and such other offi-

cers as may be necessary for the good government of

pointees to the City Council for confirmation or re-

ection. He shall annually, on the third Monday in
|
 
|
December, report to the Council in writing the gen-
|
 
|
eral state of the city, with an accurate account of
|

the money received and expended, which said re-
|
 
|
port shall be published in one or more newspapers of
said city, giving a full and particular statement of
|
 
|
all receipts and disbursements. He shall have power
|
 
|
to remove any of the officers by him appointed for
|
 
|
neglect or violation of any duties pertaining to their
respective offices, and shall appoint others in their
|
 
|
stead, and shall report such removal and appoint-
|
 
|
ment to the City Council at its next regular meet-
|
 
|
ing, for their approval or disapproval. He shall
|
 
|
have general supervision of the city, and shall re-

SEC. 10. And be it enacted, That all ordinances
