and their reasons therefor, and if the commissioners

shall be of the opinion that such application ought
|
 
|
to be granted, if it be for a new bridge or extensive
|
 
|
repairs upon a standing bridge, they shall advertise
|
 
|
in two or more newspapers in Baltimore county, set-
|
 
|
ting forth the location of the proposed bridge, with
|
 
|
full specifications of the size, plan and materials,
|
 
|
and that sealed proposals for building or repairing
|

sioners shall award the contract for the work to the

lowest responsible and competent builder. The con-

tractor shall give bond in double the amount of

fully pay for such work until it shall have been
|

thoroughly examined and accepted by them.

SEC. 20. And be it enacted, The County Commis-
|
 
|
sioners of Baltimore county shall, on the first Tuesday
in January, eighteen hundred and seventy-nine, and
|
 
|
the first Tuesday in January every second year there-
|

after, appoint a competent and trustworthy person,
who shall thoroughly understand the business of

services, not exceeding five dollars per day when
