SEC. 2. Be it enacted, That the County Commis

sioners of Baltimore county shall, on or before the

first Monday in December, eighteen hundred and

seventy-eight, appoint for each election district of

said county, three persons, discreet and trustworthy
|
 
|
tax-payers, residents of the district for which they
may be appointed, to act as road commissioners of

that district, for the term of two years, computing

from the first day of January, eighteen hundred and

seventy-nine, or until their successors are appointed;

and they shall make like appointments at their first
|

meeting in January every second year thereafter ;

that the commissioners thus appointed in each dis-
|
 
|
trict shall constitute a Board of Road Commissioners
|
 
|
for that district, one of whom shall be elected by
|
 
|
said board to act as chairman ; the commissioners
|
 
|
thus appointed shall each give bond to the County
|
 
|
Commissioners, properly conditioned for the faithful
|
 
|
performance of their duties, in the penal sum of one
|
 
|
thousand dollars.

SEC. 3. Be it enacted, That the Boards of Road
|

Commissioners, appointed as above provided, are
|

hereby authorized and empowered to adopt any
system for the repair and improvement of the roads

vicinity. Whenever any tax-payer shall be desirous

public roads, or material therefor, the privilege may

be granted, such work to be done or material fur-

nished under the superintendence of the commission-
|

ers having charge over the sub-district, and in the
|

manner and at the times designated by such corn-
