On motion of Mr. Collins,
House bill entitled an Act to repeal and re-enact
with amendments section 3, of chapter 538, of the
Code of Public General Laws of Maryland, title "Elec-
tions," as enacted by the Act of 1890,
Was made the Order of the Day f or Tuesday, March
22d, at 1 P. M.
Mr. Orrick, from a Special Committee, submitted
the following
REPORT:
To the Honorable, the Speaker and
Members of the House of Delegates ;
The Select Committee appointed under an order of
the House "to ascertain whether or not certain turn-
pike companies have not violated their charters by
charging excessive toll over badly kept roadways and
otherwise, and report what action is necessary to give
relief to the people of Baltimore and adjoining coun-
ties," respectfully report that from the testimony of
a number of reliable citizens who appeared before
your committee, there is certainly good cause for the
complaints made against the companies, viz; The
Falls Road, Harford, Philadelphia and Reisteistown
Companies, The roadways are not only badly kept,
but in places absolutely dangerous, and unless the
defects are corrected, the only relief to be obtained is
to repeal the charter rights of said companies.
