Mr. Field introduced,
House bill entitled an Act to give the sanction and
consent of the Generel Assembly of Maryland to cer-
tain charitable bequests contained in the last will and
testament of Sarah Jane Fitch, deceased, late of Bal-
timore City, Md.
Which was read, and referred to the Committee on
the Judiciary.
Mr. Smith, of Washington, introduced,
House bill entitled an Act for the relief of the
Hagerstown Seminary, and to appropriate money for
same, and to provide for the education and board of
three scholars from the counties of Garrett, Allegany,
Washington, Frederick and Montgomery.
Which was read a first time, and referred to the
Committee on Ways and Means.
The Secretary of State, Hon. Edward LeCompt,
appeared and delivered the following message from
the Executive:
STATE OF MARYLAND,
EXECUTIVE DEPARTMENT,
Annapolis, March 14th, 1892.
Gentlemen of the House of Delegates :
I respectfully return, without my approval, House
Bill No. 50.
It is proposed by this bill to incorporate the Electric
Light and Power Company of Baltimore county, and
by section 6 the corporation is clothed with powers, as
follows : "That the President and Directors for the
time being, or a majority of them, shall have power to
call for the payment of the subscriptions to the cap-
ital stock from time to time, as they may deem neces-
sary, under the penalty to the subscribers of forfeit-
ing all previous payments; if any of said payments so
called shall not be paid within thirty days after the
same shall be payable, in conformity with said Call,
and they shall also have power to manufacture and
sell, and to furnish such quantities of electric lights
and electric power, as may be required or desired at
any point in said county, and to contract for and fur-
ish electric lights for lighting the streets, roads, pub-
