in force as enacted by the Act of 1890, chapter 201,
and in that event the Mayor and City Council shall
immediately order an election for bailiff and supervi-
sor, to be held on the first Monday in May, 1892, and
it shall te the duty of the City Council to announce
the result within three days thereafter."
(Enacting clause to follow here as secdon 5.)
Amend bill relating to town of Laurel, by striking
out section 3 as it appears in said Act, and substitute
the following :
"Section 3. And be it further enacted, That the
sense of the people of the town of Laurel in respect to
making the contracts for the introduction of water
and light in said town and the laying of the additional
taxes herein authorized be taken by submitting the
questions to the qualified voters of said town at the
regular election for Mayor and Councilmen, to be held
on the first Monday in April, in the year 1892, and at
such election the qualified voters, possessing the quali-
fications required by section 193, be and they are
hereby authorized to cast a ballot "for light" or a bal-
lot "against light" and a ballot "for water" or a bal-
lot "against water," and if the majority of the votes
cast on the proposition be "for light," the Mayor and
City Council shall have the power granted by section
"246 D," and if the majority of votes cast on the pro-
position be "for water," the Mayor and City Council
of Laurel shall have all the powers granted by section
"246 C," and said sections shall be in full force and
effect; and the Mayor and City Council shall publicly
declare and announce the result of such election
within three days thereafter.
Insert in section "246 C," where the blank occurs,
the word "ten."
Which were severally read and adopted.
Said bill was then passed as amended, by yeas and
nays, as follows:
AFFIRMATIVE.—Messrs. Speaker, Combs, Wilson,
Brashears, Donaldson, Hutchins, Sappington, of Anne
Arundel, Lane, Carrico, Orrick, Cole, Elliott, Collins,
Wooters, Leonard, Anderson, Sterling, Smith, of
Dorchester, Miles, Kirk, Grove, of Cecil, Bowie, of
