Speaker of the House of Delegates, Annapolis. Md.
It the last meeting of this District Assembly, it
directed its Legislative Committee to forward you the
following resolutions, and respectfully request you to
submit the same to your Honorable body:
Resolved, That District Assembly No. 41, Knights
of Labor of Maryland, declares itself in the strongest
terms in favor of a red notion in the price of gas in
Baltimore city; and n further declares that in its
opinion all municipalities using gas should own the
plant, and especially Baltimore, is it is informed an
ample plant can be constructed for $4,000,000, or
less.

Also, the following opinion of the Attorney-General
in response to an order of the House, February 18th,
ANNAPOLIS, March 10th, 1892.
To the Honorable, the House of Delegates :
GENTLEMEN :—Upon the receipt of the order passed
by your Honorable Body, on the 18th day of February,
ulto., directing me to inquire into the reason for the
total discontinuance of transportation on the Susque-
hanna and Tide-Water Canal, and report the result of
my inquiry to you. I took steps to procure a copy of
the lease from that Canal Company to the Philadel-
phia and Reading Railroad Company, and to obtain
the desired information.
The lease bears date January 2d, 1892. It contains
a covenant binding the lessee (the P. & R. R. Co.,)
"to maintain in good order and condition, keep in
public use and operate with all reasonable care and
