Mr. Laird submitted the following message:
BY THE HOUSE OF DELEGATES,
January 12th, 1892.
Gentlemen of the Senate :
We have received your message proposing that all
bills and leaves to introduce bills, to sanction be-
quests, devises, sales, gifts or conveyances to relig-
ious objects be referred -to the Committee on Judicial
Proceedings of the respective Houses, and that said
committees, acting jointly, be and they are hereby
instructed to report on March 17th, a general bill em-
bracing all such bills and leaves, except where there
is a special reason for more speedy action, in which
case separate bills may be introduced, and respect-
fully concur therein.
