On motion of Mr. Carter,
Leave was granted to the Committee on Judiciary
to introduce a bill entilled an Act to repeal and re-
enact with amendments, sections, of Article 26, of the
Code of Public General Laws of Maryland, title
"Courts," sub-title "Assistant Counsel."
Mr. Laird submitted the following
RESOLUTION :
Resolved, That it is the sense of this House, that
the House of Representatives of the United States
Congress, now under the control of the Democratic
party, should deal with the s abject of tariff reform,
whether by general bill or otherwise, upon the broad
lines marked out by President Cleveland's message of
December, 1887, and the Mills bill, in order that the
party may enter upon the great contest of 1892 with a
definite policy which will convince the country that it
does not mean to take any backward step, and that its
faith in the common sense and conscience of the peo-
ple is unshaken.
Mr. Laird moved to make the consideration of said
resolution the Order of the Day l'or Thursday, Feb-
ruary 11th, at1 P. M.
Mr. Joyce moved, as a substitute for Mr. Laird's
motion, that said resolution be referred to the Com-
mittee on Federal Relations.
Mr. Carter demanded the yeas and nays.
The demand was sustained.
