Mr. Laird moved a temporary suspension of the
order of business adopted March 29th, in order to
allow the introduction of an order.
Mr. Carter demanded the yeas and nays.

Whereas, The Democratic party of this State has
solemnly pledged itself in convention to the passage
of a General Assessment Law.
1st. Therefore be it ordered, That it is the sense of
this House of Delegates that it is the duty of the Gen-
eral Assembly to keep that pledge.
