2d. And, further, it is the sense of the House of
Delegates that an Assessment Law should be speedily
enacted and that the said law should conrain what is
known as the listing system, with such penalty as will
secure the improvement of the law ; provided, that
the penalty shall not be imprisonment for violation of
the listing feature.
Mr. Carter submitted the following proposed amend-
ment :
