ORDER OF THE DAY.
The House, at 1 30 P. M , considered the Order of the
Day, being
The motion to substitue House bill (125) known as
the Telephone Bill, for the unfavorable report of Com-
mittee on Corporations of March 18th.
Mr. Joyce made the point of order, that the bill was
in the hands of the State Printer and not in the pos-
session of the House, and no motion affecting the bill
could be entertained.
The Speaker ruled the point well taken.
Mr. Carter appealed from the decision of the Chair.
The question being,
"Shall the decision of the Chair stand as the judg-
ment of the House ?"
It was decided in the affirmative.
The Secretary of the Senate appeared and delivered
the following message:
