but no appeal shall be heard except during the time so fixed

61. The mayor shall, on conviction in any court of law, of

62. The mayor shall, by virtue of his office, see that the

ordinances of the city are duly and faithfully executed; he
|
|
|
|
shall appoint, subject to the confirmation of the city coun-
|

cil, all the officers of said city who are not made elective by

the people or the city council (except the city treasurer,
|
|
|
|
collector and police magistrates who shall be elected by the
|
|
|
|
city council, and also excepting the water rent collector and
|
|
|
|
superintendent of all other employees or officers of the water
|
|
|
|
department who shall be appointed and be under the con-
|
|
|
|
trol of the board of water commissioners hereinafter pro-
|
|
|
|
aided for), he shall annually, on the first Monday in May,
|
|
|
|
report to the council, in writing, the general state of the
|
|
|
|
city, with an accurate account of the monies received and
|
|
|
|
expended, which report shall be published in each of such
|
|
|
|
two newspapers in said city, of opposite political faith, as
|
|
|
|
shall be designated by the city council, giving a full and
|
|
|
|
particular statement of all receipts and disbursements ; he
|
|
|
|
shall have power to remove any of the officers, agents or
|
|
|
|
servants by him appointed for neglect or violation of any
|
|
|
|
duties pertaining to their respective offices, and shall
|
|
|
|
appoint others in their stead ; and shall report such removal
|
|
|
|
and appointment to the city council at its next regular
|
|
|
|
meeting for its approval or disapproval ; lie shall have gen-
|
|
|
|
eral supervision of the city and shall submit from time to
|
|
|
|
time to the council such recommendations as he shall deem
|
|
|
|
proper ; he shall also by virtue of his office, be chairman
|
|
|
|
of the trustees of the sinking fund, and of the board of
|
|
|
|
health, and shall discharge all the duties pertaining to such
|
|
|
|
chairmanship, and shall receive for his services an annual
|
|
|
|
salary of five hundred dollars.

|
|
63. The city council shall have power to pass all such
|
|
|
|
ordinances not contrary to the constitution and laws of this

-removed any houses or other buildings that may in their
