judgment become dangerous ; they may pass ordinances to


cause the streets, lanes and alleys to be paved, graded,


repaired, repaved, regraded, drained or sewered ; they may


erect or establish houses of correction, hospitals, or pest


houses, within or without the city, if necessary, and pass


ordinances for the government of the same ; they may pass


all such ordinances as they may deem necessary for the


protection and preservation of any of 'the city's property


rights and privileges ; they may direct in what part of the


city buildings of wood shall not be erected ; they may erect


and establish market houses, and regulate markets, and


pass ordinances for regulating the sale of meats, vegetables,


fruits, butter, eggs and poultry therein, and confine the


sales thereof in said city to the limits of the market places


during the hours of market, and may require a license


therefor from each vendor, but such ordinances shall not


apply to licensed dealers in such fruits, vegetables, butter,


eggs and poultry, occupying regular places of business in


said city, unless they offer their- goods also in the market


space, nor to persons offering for sale products of their own


farms or garden to customers, whether private citizens or


licensed dealers, unless they do so in the market- space,


which market space shall include the market house and


streets bounding the same, and said mayor and city council


shall not impose any restraint or hindrance upon the sale


of such vegetables, fruits, butter, eggs, poultry or country


produce by persons raising or producing the same ; but if

such person shall desire to sell the same in the market


space, may require from them a license or fee for the privi-


lege of so doing ; they may require a license from all per-


sons owning and keeping for public hire drays, wagons or


other vehicles for transporting goods or passengers in said


city, and may requiie that all such drays, wagons or other


vehicles shall be numbered to correspond with the number


upon the license issued to it in pursuance of this authority ;


they may prevent the storage of gunpowder or other com-


bustible matter in such quantities or place within the city


as they may deem dangerous ; pass all ordinance to provide


for regulating pawnbrokers, peddlers of nostrums, notions,


patents, secret or pretended inventions and remedies on the


streets, lanes, alleys or sidewalks of the city, and for


licensing commercial travelers and retail dealers, non-resi-


dents of the city, auction, bargain and bankrupt sales and


all other kind of business or commercial ventures to be


carried on for a shorter period than one year, aud pass all


such ordinances as may be necessary to establish, maintain,


govern and control a paid fire department in the city ; pass


all such ordinances in addition to those already existing,
