suits, action or actions in any court of law or equity in this


State, and all water mains, sewers and drains hereafter


constructed shall also be recorded on similar plate, pro-


vided, however, that for all sanitary and police purposes the

or been removed, and in case of a vacancy in the office of

until the next city election, and the qualification of his suc-


cessor.


59. Said city council may from time to time cause an

by three assessors appointed by them, and levy thereon a


tax not exceeding in any one year fifty cents on every one


hundred dollars, worth of assessable property for general


purposes, and shall, from among the members of the city


council, appoint three persons, to be known as the Assess-


ment Committee, whose duty it shall be, at all times, to


assess such property and securities as may come to their


knowledge, and have the same put upon the assessment


books of the city.


60. Any person may appeal from the valuation made by


said assessors or Assessment Committee, or from any assess-

by a committee of themselves or otherwise, and shall give


notice of the time and place fixed for hearing such appeals


by advertisement in one or more newspapers of said city,


and upon such appeal, said city council or its committee


may examine the party appealing under oath, and shall re-


assess the property of such applicant as they may deem just ;
