JOINT RESOLUTIONS.

|
Joint resolutions tendering the thanks of the State of
|
|
|
|
Maryland to Commander Richard I. Leary, United States
|
|
|
|
Navy, and authorize the Governor to procure and present
|
|
|
|
to him, as a testimonial, a gold chronometer watch, suitably
|
|
|
|
inscribed.
|
|
|
|
WHEREAS, Commander Richard I. Leary, U. S. N., a native
|
|
|

|
of this State, commanded the United States war-ship
|
|
|
|
"Adams" during a critical period when confronted with
|
|
|
|
a foreign naval force and discharged with heroism and
|
|
|
|
ability the delicate diplomatic duties devolving upon him
|
|
|
|
as a naval commander, by protesting against the unlawful
|
|
|
|
bombardment of unfortified places occupied by women and
|
|
|
|
children, and effectually preventing a continuation of the
|
|
|
|
same, as threatened by the commander of the said foreign
|
|
|
|
naval force, and
|
|
|
|
WHEREAS, Commander Richard I. Leary, U. S. Navy,
|
|
|

assumed the responsibility of remaining in Samoa, in the
|
|
|
|
South Sea Islands, for the protection of American rights,
|
|
|
|
after he had received orders to return home with the ship
|
|
|
|
under his command, and he did there remain several
|
|
|
|
months, vindicating American rights and enforcing
|
|
|
|
respect for the American flag and the lives and property
|
|
|
|
under its protection, until he was succeeded by Com-
|
|
|
|

|
|
|
|
WHEREAS, Commander Richard I. Leary, U. S. Navy, on
|
|
|

various occasions when informed by the American Consul
|
|
|
|
of violations of American property, promptly and success-
|
|
|
|
fully caused the offenders to make reparation and com-
|
|
|
|
pensation for such violation, and
|
|
|
|
WHEREAS, Commander Richard I. Leary U. S. Navy,
|
|
|

when informed of a threatened attack to be made by
|
|
|
|
said foreign naval forces upon native villages containing
|
|
|
|
American property occupied by American citizens, effect-
|
|
|
|
ually prevented such attack by unexpectedly accompany-
|
|
|
|
ing the foreign war vessel to the disputed locality, making
|
|
|
|
preparations for battle, and sending a written warning to
|
|
|
|
the foreign naval commander that such attack would be
|
|
|
|
opposed by force, and
|
|
|
|
WHEREAS, all of said service's were perilous, demanding .

reflect credit upon the American navy and upon his native
|
|
|
|
State ; therefore,
