each of said districts respectively, in proportion to the


extent of the said road opened, constructed and repaired in


each of said districts respectively.


104. The county commissioners shall have power to pro-

roads in said county by straightenings, cuttings, fillings,

shells, stone, gravel or other hard material, provided, such


expenditures shall not exceed the sum of five thousand dol-


lars per annum. And they shall provide for the payment


for such permanent improvements by levying upon the asses-


sable property of such election district or districts and in


such proportions, as in their discretion the one or more dis-


tricts are benefited by such permanent improvements. All


such permanent improvements shall be made and done by


contract ; and the county commissioners shall advertise as


provided in section one hundred and ninety -one B of this


article for sealed proposals for the improvement contem-


plated, with proper specifications, for at least three weeks,


before the contract is entered into and shall award the con-


tract for such permanent improvement to the lowest respon-


sible bidder therefor and in conformity with the provisions


of said section one hundred and seventy-one B as to con-


tracts for repairs of public roads.


199. Every supervisor and contractor shall be liable on

and county taxes of Worcester County for the years 1886
