such repairs upon giving bond annually to the State of


Maryland in a penalty of double the amount of the sum


proposed per year with surety or sureties to the satisfaction


of the county commissioners conditioned for the faithful


discharge of the contract, and the keeping in proper repair


the public roads embraced in such road district or districts


contracted for, and such contract so entered into shall of


bintiiug obligation in the county for the amount of yearly


appropriation for the whole period embraced therein ; pro-


vided that upon complaint being made by the trustees of


the public roads so contracted for and upon being satisfied


of the incompetence, neglect or refusal of such contracting


party to properly keep in repair the public roads, that then


and in that case the county commissioners shall have


power and and it shall be their duty to annul such contract.


191 C. The county commissioners may appoint super-


visors or other road officers for the repairs of the public

tion as they may prescribe, who shall execute a bond to the


State of Maryland with two good sureties to be approved


by the county commissioners, and in such penalty as the

supervisors or other officers to keep in repair the roads and


bridges of said county under the direction and regulation


of said commissioners ; for any neglect of which duty in


the judgment of the commissioners they shall be subject


to removal from office, and for that or any other malfeasance


in office, shall be also liable to indictment in the Circuit


Court for said county.


192- The county commissioners shall keep a separate


account of all expenses incurred for opening, constructing.

each election district of said county a tax sufficient to pay-

tion district of said county, except to pay for the opening,


construction and repair of the public roads of said county


in such election district, provided, however, that whenever


any public road forms the divisional line between two or


more election districts the expenses incurred for opening,


constructing or repairing the same shall be assessed against
