follows:


161. It shall be the duty of the mayor to publish in not


less than two newspapers published in Hagerstown, at least

notice thereof, which notice shall state the officers to be


voted for, or the object and purposes of such election.


161 A. The Governor shall biennially, before the third


Monday of February, appoint by and with the advice and


consent of the Senate, if in session, and if not in session by


the Governor alone, in the city of Hagerstown, three per-


sons resident in and voters of said city of Hagerstown, two


of whom shall always be selected from the leading political
