they must not be candidates for office at the next ensuing

municipal election in the city of Hagerstown or at any

municipal election in said city within the term for which
|

they or any of them were appointed, who shall be styled
|
|
|
|
the board of supervisors of election of the city of Hagers-
|
|
|
|
town ; each of said supervisors shall receive an annual salary
|
|
|
|
of ten dollars, to be paid by the Mayor and Council of
|
|
|
|
Hagerstown, and shall hold office for two years from the
|
|
|
|
date of his appointment, and shall exercise the powers and
|
|
|
|
perform the duties hereinafter set forth; in case of a vacancy
|
|
|
|
occurring in said board when the Legislature is not in ses-
|
|
|
|
sion, such vacancy shall be filled by the Governor ; it shall
|
|
|
|
be the duty of said board not later than the third Monday
|
|
|
|
of March in each year to appoint three persons f or each ward
|
|
|
|
of said city of Hagerstown, residents in and voters of such
|

ward, who, or a majority of whom, shall be judges of elec-

tion for such ward from the time of their appointment and

|
|
until a new appointment shall have been made ; and it shall
|
|
|
|
be the duty of said board in making the appointments of
|
|
|
|
such judges of election to select at least one of the said
|
|
|
|
judges for each ward from among those of the leading
|
|
|
|
political parties different frdm themselves or a majority of
|
|
|
|
themselves; if any of the said judges shall die, resign or
|
|
|
|
remove out of the ward for which he was appointed, or become
|
|
|
|
otherwise, in the opinion of said board, disqualified to act
|
|
|
|
as such judge of election, then the board of supervisors of
|
|
|
|
election shall appoint a person as judge for the ward in
|
|
|
|
which each vacancy may occur ; the said board of super-
|
|
|
|
visors of election shall record every appointment so made in
|
|
|
|
a book to be kept by them for that purpose, and shall make
|
|
|
|
out a warrant for such appointment and shall within two
|
|
|
|
days thereafter deliver unto the Chief of Police of the city of
|
|
|
|
Hagerstown, under the penalty of fifty dollars, who shall

deliver such warrant to the person appointed as such judge

of election, or leave the same at his last place of abode
|

within two days next after the delivery of each of the said
|

warrants to him under the penalty of fifty dollars ; said

board of supervisors of elections such clerks or other officers
|
|
|
|
of election as are now or may be hereafter required by law.

|
|
The compensation for each of said judges of election shall
|
|
|
|
be three dollars for each election and no more.
|
|
|
|
161 B. The said board of supervisors shall appoint two
|
|
|
|
clerks, being above the age of twenty-one years, to enter
|
|
|
|
the names of voters, separately and plainly on the books
|
Clerks.
