lowing in lieu thereof, in amending and revising the
charter of Hagerstown and in providing for the govern-
ment thereof, and to add new and additional sections to
article twenty-two of the Code of Public Local Laws title
"Washington County," sub-title Hagerstown.

SECTION 1. Be it enacted by the General Assembly of Mary-
