land, be and the same is hereby repealed and re-enacted to


read as folllows :


172 A. That before a license shall be issued as herein-

Court authorized to issue the license, or before a justice of


the peace of Queen Anne's County (in which latter case the


clerk is authorized to issue the said license on receipt of a


certificate of the said justice of the peace, that such affi-


davit has been made before him) that he is at the time of


making affidavit, and has been for the twelve months pre-


ceding the taking thereof a bona fide resident of Queen


Anne's County and that he will not employ or permit to be


employed on or in the use of said boat, so to be used in the


taking or catching of fish as aforesaid ; any captain or


headman who is not a bona fide resident of Queen Anne's


County, and who has not been such for twelve months pre-


ceding the date of his employment, and said owner, pos-


sessor, captain or headman being a resident of Queen


Anne's County as aforesaid, shall not be restricted in the


employment of his working force in the use of said boat,


and his contrivance whether seine or otherwise, used in the


taking or capturing fish as aforesaid to residents of Queen


Anne's County, but may obtain them anywhere ; and all


acts or parts of acts so far as they are inconsistent with the


provisions of this section are repealed, but no further.


SEC. 2. And be it enacted, That this act shall take effect
